4.02.3 Council Briefing Report - Environment Advisory Committee

Report providing a summary of discussions of the Environment Advisory Committee since the previous briefing report to Council on 14 June 2006.

That:

(a) Report No. 20070212.cs.1 from Principal Policy Officer (Environment) C Savage, dated 12 February 2007, be received and noted; and

(b) a letter be sent to the Minister for the Environment and Water Resources expressing concern in relation to the withdrawal of Federal Government funding from the Cooperative Research Centre for Weed Management Systems and to recommend that the Federal Government explore alternative funding models to enable core collaborative research and delivery capacity of the Cooperative Research Centre to continue in the long term.

Two things struck me on this - the Environment Advisory Committee last  briefed Council nearly 8 months ago - not much happening with the environment, huh? The second was Federal withdrawal of funds for a CRC - guess there's just no money to be made out of Weed Management...

4.03 EXECUTIVE MANAGEMENT ISSUES

4.03.1 South East Queensland Local Government Code of Conduct Review Panel - Report and Recommendations

Report presenting a report and recommendation from the South East Queensland Code of conduct Review Panel with respect to the referral of an alleged statutory breach per Council's Councillors Code of Conduct.

That:

(a) Report No. 20070219.MF.01 from Executive Officer M Friend, dated 19 February 2007, be received and noted;

(b) as the South East Queensland Local Government Code of Conduct Review Panel considered that Councillor Grosskreutz did not commit a statutory breach of section 250 of the Local Government Act 1993 ('the Act'), there is no penalty applicable; and 

(c) appropriate training be provided to Councillors in the Councillors' Code of Conduct for the purpose of education and behavioural self-awareness.

The motion was carried

I will attempt to find out what 'breach' Cr Grosskreutz was accused of and by whom. I will also do my best (if I can stop laughing) to keep you up to date on the results of the Councilors' behavioural self-awareness training.

6. NOTIFIED MOTIONS

6.01 Protection of Wetland Vegetation - Detailed Planning Area (DPA) 4 - Kawana As referred from the General Meeting held on Thursday, 18 January 2007, the Council to give further consideration to resolution (06/456) in relation to a notice of motion concerning permanent protection of the significant wetland vegetation occurring on freehold land within the area known as DPA 4 - Kawana following receipt of a further report in relation to this subject.

That

(a) Council commence action to permanently protect the significant wetland vegetation occurring on freehold land within the Urban Footprint identified by the South East Queensland Regional Plan that is within north eastern corner of the area known as DPA4 Kawana and to proceed with the necessary actions required to achieve this

outcome.

(b) the Chief Executive Officer report to Council with an assessment of the ecological values and other land use drivers of the wetland vegetation in DPA4 Kawana. (With the approval of the Council, the motion moved by Councillor Wallace and seconded by Councillor Winkler was withdrawn).

Seems like a good motion from Crs Wallace and Winkler - will try to find out why it was withdrawn

10.01 Access to Recording of Meeting

Councillor Wallace sought approval to access the recording of the meeting for Item 4.03.1 at today's meeting. Carried 

Item 4.03.1 was the 'breach'  above. As I have no notes from the meeting, it's impossible to tell at this stage what Cr Wallace is trying to verify. Stay tuned.
